Waivers

We're introducing waivers as a part of the free agency to help keep balance in the league. The system will correspond to the old Galaxy one which a few of our members will be familiar with. It will be as follows:

- Recently cut players and new FA sign ups will be placed on waivers automatically.
- Teams will be placed in order of priority to sign players.
- When a captain makes a signing thread for a player in the FA other teams have 24 hours to step in and make a steal.
- If multiple teams attempt to sign a player then the team higher in in the draft order will get said player.
- When a team signs a player from the FA they are placed at the back of the order.

ANDALÉ! - BANKS
Can't Score - Rasmussen
Maximus FC - Speaks
Guard Dogs - CM PUNK
Wood Berry - Frez

it's biased because andalé and can't score used their picks more efficiently than others
